Urbanization of rural areas, and the emergence of new cities brings about its own challenges. The biggest challenge is manpower sourcing and manpower management during the building of the new digital cities, as well as populating them.

HireLabs developed a framework to facilitate social profiling and social engineering of the 6 new economic cities being built in Saudi. The framework studied the cities’ manpower-strategy in 4 phases of the cities projected evolution. The framework is designed to assist policy makers in planned growth management of both manpower and infrastructure.

While working on our Saudi engagement, we created a manpower management structure for Cadre (an arm of the Saudi Arabia General Investment Authority), and labeled it CadreDNA, this has provided us with a powerful metric for inter-framework collaboration.

HireLabs developed a framework to facilitate a talent pipeline of the 6 new economic cities being built in Saudi. This framework addressed 3 aspects of a healthy talent pipeline, which include:

  1. Talent creation
  2. Talent acquisition
  3. Talent development

Once urbanization of a city has started, it becomes necessary to use a complex framework to decree, implement, and manage manpower related policies.

HireLabs developed a complex framework using Saleem Qureshi’s Integrated HR (iHR) approach, which constitutes of 3 layers. These are:

  1. Integrated layer
  2. Interfaced layer
  3. Independent layer

These layers allows for national benchmarking, and provides policy makers with better  control over eGovernance issues.

As urbanization progresses, the biggest challenges are in managing the manpower needs of the cities. HireLabs used a proactive approach to overcome these challenges by designing a single-window solution to increase the speed of access to qualified manpower. The following variables were incorporated as this framework was being built:

  3. Career planning
  4. Employment
  5. Certifications
  6. Visa and immigration
  7. Policy management
  8. Fast track services

The framework designed at the request of Saudi Arabia General Investment Authority (SAGIA) for 6 economic cities with an estimated total population of 3.2 million.

As the magnitude of a project grows , so does the complexity of ensuring a timely delivery. Putting in place a Programme Management Office (PMO) is a viable option, however PMOs have the tendency to become ineffective if PMO frameworks are imported and enforced without being localized.

HireLabs assessed the skill set required by local environment at Saudi Arabia General Investment Authority (SAGIA), and suggest a PMO framework that is custom designed of the local needs. This included structuring business functions into “Pods”, each with a defined set of KPIs. The emphasis of this framework was to focus on need-localization to reflect the needs of the SAGIA ecosystem.

Competency modeling of the PMO team was also created to identify the appropriate talent.

As projects mature, new variables need to be considered to align expectations of each stakeholder. HireLabs was asked to develop a set of questions to identify elements of the project that were successfully managed and elements which presented challenges. 

The questionnaire addressed:

  1. Infrastructure development
  2. Urban planning
  3. Growth control
  4. Urban decay
  5. Transit-oriented development
  6. Community-based questions

At the request of the Saudi Minister of Labor (MOL), HireLabs created a repository of Job Descriptions for 4,500 different occupations. The repositories were packaged into dictionaries and repositories, and were offered in Arabic.

HireLabs was engaged with the Price Waterhouse Coopers.
